Dr. Janice M. Menker, D.PA., CPCM

Dr. Janice Menker is a managing partner for The Federal Market Institute, and a Consultant for Government Business Solutions, both companies of The Federal Market Group, a Washington, D.C. based organization providing professional training, research, publishing and consulting services to government and industry in public contracts management, program/project management and leadership.

With over 25 years experience in all facets of Acquisition/Contract Management, Dr. Menker's distinguished career began at Aeronautical Systems Division, Wright Patterson AFB, Ohio where she received her Contracting Officer Warrant. While at WPAFB, she held positions in major weapons systems procurement, spare parts, pricing, and research and development.

Dr. Menker served on the Army HQ staff in support of the Competition Advocate. From there she joined the Defense Systems Management College, Fort Belvoir, VA as a Professor, Systems Acquisition Management lecturing in the Program Management Course and multiple short courses. Additionally she was the Director, Systems Acquisition for Contracting Personnel Course and Executive Referesher Course.

Dr. Menker then joined the Acquisition Reform Staff, Office of the Under Secretary, Acquisition and Technology, where as the Project Manager, Electronic Commerce Education and Outreach, she designed and developed training for both business and government professionals preparing them for the e-business opportunities that would guide procurement in the 21st century.

As a Professor, Acquisition Management at the Naval Postgraduate School, Monterey, California, Dr. Menker lectured in both Acquisition Policy and Contract Management for Program Managers and conducted research in a variety of acquisition and contract management topics.

Dr. Menker is a recognized expert on Best Value Contracting, Outsourcing and Strategic Sourcing Strategies, A-76 and Privatization. She received Vice President Gore's Hammer Award and the DSMC Commandant's Exceptional Service Award.

Dr. Menker is currently the President, Women In Defense and has been active in the NCMA and the DAU Alumni Association and has been a frequent speaker in both venues.

Her most recent publication includes "Mastering the Craft, including an Interview with Deidre Lee", published in the Program Manager Magazine. She co-authored Building a Contract: Solicitations/Bids and Proposals - A Team Effort?, NCMA, 1990, 268pp. Additional publications include a chapter titled "Strategic Management in Government, Necessary and Sufficient Conditions", published in the Handbook for Strategic Management. Ms. Menker is an NCMA Fellow and CPCM.
