Michael
E. McKenna, CPA, PMP
Michael E. McKenna is Certified Instructor for The Federal
Market Institute and a Consultant for Government Business
Solutions, both companies of The Federal Market Group,
a Washington, D. C. based organization providing professional training, research,
publishing and consulting services to government and industry in public contracts
management, program/project management and leadership. He is a both a Certified
Public Accountant (CPA) and a Project Management Professional (PMP), a seasoned
and experienced line financial executive with a broad base of knowledge,
including program/project management skills. His background and education
include in-depth credentials in government contracting in the public and
private sectors.
He has developed and implemented indirect cost structures
for commercial and military contractors; instituted control systems
aimed at integrating timely and effective information flows between
functional organizations within businesses; and, assisted businesses
in creating strategies to maximize market penetration without sacrificing
profitability.
Mr. McKenna was a senior financial executive
at three different firms, including the Aerospace segment
of a multi-billion dollar, Fortune 200 company. His extensive
expertise in the financial area included managerial and
executive assignments in the financial planning, accounting,
treasury, contract administration, acquisitions, program/project
control, tax, procurement, and proposal preparation functions
at commercial firms with significant levels of contracts
with federal and state agencies. Mr. McKenna has also
had extensive experience in teaching courses dealing
with the application of Federal Procurement Regulations.
He has had extensive experience in teaching courses to
executives, line management and staffs in dealing with
the application of project management principles as well
as the implementation of best contracting practices in
both commercial and government environments. He has also
served as an expert witness on contract disputes being
tried before the Armed Services Board of Contract Appeals.
Mr. McKenna’s area of practice at Government
Business Solutions includes developing new courses, maintaining
the currency of existing courses and serving as a master
instructor for acquisition, finance and program management
courses.
Mr. McKenna received the Bachelor of Arts and
Master of Arts degrees in History, with emphasis on Soviet-American
Relations from the John Carroll University and the Bachelor
of Business Administration in Accounting and Master of
Business Administration in Systems Management degrees
from the Baldwin Wallace College. He holds the Masters'
Certificates in both Government Contracting and Project
Management from the School of Business and Public Management,
George Washington University.
Mr. McKenna is a Certified Public Accountant in
the State of Ohio and is a member of the American Institute
of Certified Public Accountants, the Ohio Society of
Certified Public Accountants and the Greater Washington
Society of CPAs. He is a certified Project Management
Professional® and a member of the Project
Management Institute (PMI) and the National Contract
Management Association.
